This paper is concerned with the problems of managing and planning the use of our water resources. In particular, attention will be paid to the difficulties faced in South-East England in equating the demand for and supply of water. It will be suggested that while some of the industry's supply problems can be resolved by administrative restructuring, difficulties will remain until adequate demand forecasting, investment appraisal and pricing methods are employed.
